In continuation of my despatch be. 158 of the 4th October on the subject of the piracy of the British steamer "Anking", I have the honour to enclose a copy of a letter from Mr. N. 8. Brown, the General Manager in Hongkong of the China Navigation Company Limited forwarding a copy of his report to his London office on the affair.

erything that can be said on the subject of piracy prevention in these waters has already been said in mumber-
less despatches and reports by officials and commissions both here and in Hongkong, and I have nothing to add to the views which I expressed at length in my despatch No. 2 of the 16th January last, and which I think are fully supported
by the facts in the present care.
3. I have had several interviews with the high Chinese
officials in Canton in an endeavour to induce them to take
immediate and vigorous aetion against the gang who committed
this latest outrage and some of whom are believed to be on
an island near the opening into Bias Bay. The Chinese
naval authorities have sent a number of gunboats to the spot
to cooperate in a raid with the Chinese police at Taipang in
that district, and I was informed verbally that there would
